Pros and Cons of Teacher Tenure

Teacher tenure, sometimes referred to as career status, provides job security for teachers who have successfully completed a probationary period. The purpose of tenure is to protect teachers from being fired for noneducational issues including personal beliefs or personality conflicts with administrators, school board members, or any other authority figure. Tenure Definition Teacher  tenure  is a policy that restricts the ability of administrators or school boards to fire teachers. Contrary to popular belief, tenure is not a guarantee of lifetime employment, but cutting through the red tape needed to fire a tenured teacher can be extremely difficult, the website notes. Laws pertaining to teacher tenure vary from state to state, but the overall spirit is the same. Teachers who receive tenure have a higher level of job security than a nontenured teacher. Tenured teachers have certain guaranteed rights that protect them from losing their jobs for unsubstantiated reasons. Probationary Status vs. Tenured Status To be considered for tenure, an educator must teach at the same school for a certain number of consecutive years with satisfactory performance. Public school teachers, in grammar, middle, and high school generally have to teach for three years to earn tenure. Private school teachers have a wider range: from one to five years depending on the school. The years prior to tenure status are called probationary status. Probationary status is essentially a trial run for teachers to be evaluated—and if necessary to terminated—through a much easier process than one who has received tenured status. Tenure does not transfer from district to district. If a teacher leaves one district and accepts employment in another, the process essentially starts over. In higher education, it generally takes six or seven years to earn tenure, which at colleges and universities is known as a full professorship or simply as achieving the position of professor. In the years before achieving tenure, a teacher might be an instructor, an associate professor, or an assistant professor. Typically, college or university instructors are given a series of two- or four-year contracts and then reviewed around their third year, and again in the fifth or sixth year. To achieve tenure, a non-tenured instructor might need to exhibit published research, proficiency in attracting grant funding, teaching excellence, and even community service or administrative ability, depending on the institution. Tenured teachers in public education at the grammar, middle, or high school level, are entitled to due process when they are threatened with dismissal or nonrenewal of contract. This process is exceedingly tedious for administrators because just like in a trial case, the administrator must show proof that the teacher is ineffective and has failed to meet district standards in a hearing before the school board. The administrator must produce definitive evidence that he gave the teacher the support and resources necessary to correct the problem if it is an issue relating to the educators performance. The administrator must also be able to show proof that the teacher willingly neglected her duty as a teacher. Differences Among States States differ as  to how a teacher achieves tenure, as well as in the due process procedure for firing a tenured teacher. According to the  Education Commission of the States, 16 states regard performance as the most important step for a teacher to earn tenure, while others place a higher level of importance on the amount of time an educator has spent working in the classroom. The organization notes some of the differences in how states handle the issue of tenure: Florida, North Carolina, Kansas, and Idaho have chosen to repeal tenure outright, phase out tenure, or remove due process provisions, though Idaho’s effort to abolish tenure was reversed by its voters.Seven states require districts to return teachers to probationary status if their performance is rated unsatisfactory.Instead of making layoff decisions on the basis of tenure status or seniority, 12 states require that teacher performance be the primary consideration. Ten  states explicitly prohibit the use of tenure status or seniority. The American Federation of Teachers notes that there are wide disparities in due process in regard to firing or disciplining tenured teachers. Citing a New York court case, Wright v. New York, the organization said that due process for firing a tenured teacher—which the plaintiffs attorney in the case called uber due process—lasted an average of 830 days and cost more than $300,000, meaning that very few administrators would pursue a case of terminating a tenured teacher. The federation adds that an analysis using the New York State Education Department data found that in 2013, disciplinary cases took only about 177 days statewide. And in New York City, data show that the median length of proceedings is just 105 days. Indeed, Connecticut has adopted an 85-day policy for terminating tenured teachers, unless there is agreement from both sides to extend the process, the AFT says. Pros of Tenure Advocates for teacher tenure say that teachers need protection from power-hungry administrators and school board members who have personality conflicts with a particular teacher. For example, tenure status protects a teacher when a school board member’s child fails the teachers class. It provides job security for teachers, which can translate to happier teachers who perform at a higher level. ProCon.org sums up a few other pros of teacher tenure: Tenure protects teachers from being fired for teaching unpopular, controversial, or otherwise challenged curricula such as evolutionary biology and controversial literature, says the nonprofit website that examines the arguments for and against various issues.Tenure helps with recruitment because it offers teachers a stable and secure job.Tenure gives teachers the freedom to be creative in the classroom and rewards them for their years of dedication. Cons of Tenure Opponents of tenure argue that it is too difficult to get rid of a teacher who has been proved to be ineffective in the classroom. Due process is particularly tedious and difficult, they say, adding that districts have tight budgets, and the costs of a due process hearing can cripple a district’s budget. ProCon.org summarizes some of the other cons opponents cite when discussing teacher tenure: Teacher tenure leads complacency because teachers know they are not likely to lose their employment.Teachers already have sufficient protection through court rulings, collective bargaining, and state and federal laws making tenure unnecessary.Because of tenure rules, its too expensive to remove educators, even when their performance is subpar or they are guilty of wrongdoing. In ‘Poem at 39’ by Alice Walker, the persona reminisces over her childhood with a melancholic stance, while still viewing it’s overall impact on her life, now at 39, with a positive viewpoint. This melancholic outlook is displayed during the second stanza, an example being when Walker says, â€Å"I learned to see bits of paper as a way to escape the life he knew.† This shows that the persona’s father exposed her to the importance of money as a young child. The quote also implies that as he was in a dire financial situation himself. However, even though the persona displays this importance of money, she compares it to â€Å"bits of scrap paper.† This metaphor juxtaposes the previous lines of the poem, which put a great deal of emphasis of money. However, even with the possible financial strife her family was going through, the persona still manages to find the silver lining in her negative experiences. This is shown when she describes her fathe r’s teachings as being an â€Å"escape†, which shows not only her desire to lead a better life than her father, but also how much he cared about her and contributed to a large part of what made her childhood so positive. Thus, this essay describes the different meanings of the cartoon by Polyp. Details of the Cartoon The cartoon selected is a social cartoon which is representing the current situation of the society. Polyp has explained various situations of the current society in this cartoon (Das Molecular Menifest, 2014). The first situation that the artist has explained is the gap between the poor and rich people, which is increasing in the society. If we see the statistics, about 1.2 billion people are living a poor life and one out of five people is living a luxurious life in the world and this situation is enhancing every day. The other situation that the cartoon is showing is the rights of nuclear energy resources. This is a little political aspect that the artist has shared in this cartoon (syjowony, 2013). According to the recent bill passed by U.N.O., the countries which are leading the U.N.O. may only have the power of creating the nuclear weapons and resources. This is clearly indicated in the cartoon as the small bowl has more power and resources while the larger bowl has only the land (Polyp, 2014). The next situation that the cartoon is explaining is all about unfair share of wages by the organizations (gunteitb, 2015). As it is clear that most of the people in the world are working on wages while only a few people run their own business, thus through the cartoon, the artist tried to show how the owner of the company takes a large amount of profit and shares only a little amount with its employees. Thus, the cartoon is indicating the anger of the employees towards the organizations. The selected text has various key points. In the image, we are clearly seeing the two bowls, one small and one large (Miller, 2015). These bowls are representing the density of the people which means the difference in numbers of two types of groups of people. One group has a large number of people and the other group has the fewer number of people in comparison to the other group. There are actually two food pieces. One food piece is large while other is small large piece. The larger one is placed in the small bowl and the smaller piece is placed in the large bowl. This is clearly indicating that it is easier to get a large amount of fewer resources than small amount of people. The text How do you mean, Fair share also has a very deep meaning. Text is showing the unfair behaviour of the rich people who have more power than the poor people, who have very less power in the society. The rich people always criticize the poor people. They take work from the poor people but they dont share the fair profit with them. They always try to find various ways to cutting down the wages of workers. The actors used in the texture are creating a real affect about the message that the artist wants to spread (Political Humour, 2014). If we see, there is only one person standing on the side of small bowl and large food piece but there are three people standing on the side of the large bowl and small food piece. The single person is indicating the rich person, powerful country and the owner of the organization. The three people on the other side are representing the poor people, poor countries and employees of the organization (Humour times, 2015). The clothing style of the people is presenting their real situation. The text written on the food is also important to understand the real meaning of the purpose. The large food has written as earths resources and the small piece of food have written earth online and the resources are hidden in the small piece. Here the word resource is very important to consider. Resources actually indicate the real profit while earth is the base or platform of generating profit. Thus the Polyp wanted to indicate that the owner of the company used to say that they provide platform to the employees to generate profit while the reality is something else the owners use to share only a negligible amount of profit with the employees in terms of salary but they themselves use the resources more. Here the hiding of actually means the negligibility of the profit sharing with the employees. Conclusion The above essay is basically an analysis of the cartoon created by a famous cartoon artist Polyp. Polyp really has demonstrated what he wants to explain through the cartoon. The resources, art and actors used in the cartoon are really used very well in the texture. They are suiting the conditions which the artist wants to show. The cartoon is actually explaining the three different aspects of the three different fields, social, political and organizational. The first aspect is about the gap between the rich and poor people in the society and how this gap in the society is increasing day by day.
